Two MAS rules decide how much a bank can lend on a home at The Orie: the loan-to-value limit, which caps the loan as a share of the price, and the Total Debt Servicing Ratio, which caps monthly debt repayments as a share of income. This page sets them out as read on 22 October 2026.
The Orie Loan-to-Value Limits
The limit depends on how many housing loans the borrower already has outstanding. Each case has a standard limit, a lower limit and a minimum cash share of the price.
| Outstanding housing loans | Standard LTV | Lower LTV | Minimum cash |
|---|---|---|---|
| None | 75% | 55% | 5% (10% with the lower limit) |
| One | 45% | 25% | 25% |
| Two or more | 35% | 15% | 25% |

When the Lower Limit Applies at The Orie
A borrower falls into the lower limit in either of two cases:
- the loan tenure is more than 30 years; or
- the loan would run past the borrower’s 65th birthday, using the income-weighted average age where there are joint borrowers.
A 32-year-old choosing a 35-year tenure is in the lower limit because of the tenure, and a 48-year-old on a 25-year loan is in it because the loan would end at 73. Private-home loans can run for up to 35 years.
Beyond 30 years or age 65.
The limits fall to 55%, 25% or 15%, and a first-loan borrower must then pay at least 10% of the price in cash.
The Orie and the TDSR Test
All monthly debt repayments, including the new home loan, must stay within 55% of gross monthly income. The new loan is tested at a medium-term interest rate rather than the rate on offer, so that the budget holds if rates rise.
| Rule | As at October 2026 |
|---|---|
| TDSR threshold | 55% of gross monthly income |
| Test interest rate | The higher of a 4% floor and the loan’s thereafter rate |
| Variable and rental income | Counted at 70%, after a 30% haircut |
| Maximum tenure, private property | 35 years |
| Joint borrowers | Income-weighted average age |

Fixed salary counts in full. Repayments on car loans, other property loans and the minimum card payments are deducted first, and what is left within the 55% is turned into a loan amount. The TDSR calculator runs the sum for one or two borrowers.
The Orie and In-Principle Approval
An in-principle approval from a bank sets out what it is prepared to lend on the information supplied, subject to final approval and a valuation. Arranging one before choosing a unit turns the stamp duty, the booking fee and the cash share into firm figures. Each bank decides its own terms and how long the approval lasts.
After the buyer’s own share has been paid, the bank pays the stage instalments; the progressive payment calculator splits each one between cash, CPF and loan.
